President
As President of Atlanta Emerging Markets, Inc. (AEMI), Stephen oversees AEMI’s $258 million New Markets Tax Credits portfolio, directs the organization’s strategic vision, and manages innovative lending programs that create jobs and revitalize communities in Atlanta.
Previously, Stephen served as the Vice President of AEMI and the Manager of Investment Services at Invest Atlanta. In this capacity, he managed public-private partnerships to facilitate the City’s foreign investment and energy financing efforts, including the creation of an EB-5 Foreign Direct Investment program, a $500 million Property Assessed Clean Energy (PACE) fund, and a $8 million Westside TAD (or TIF) Atlanta Better Buildings Challenge grant program. In addition, he launched Invest Atlanta’s Opportunity Zone efforts and strategy.
Stephen holds a bachelor’s degree in Political Science from the University of Chicago, as well as a master’s degree in City and Regional Planning from the Georgia Institute of Technology.
